Profit Actions do/don't require double-tap PT

- if there is a main profit target, and double-tap PT is used, then the Profit Action is also only triggered on double-tap profit-level. Which makes sense if the P/A is a partial close
- if there is no main profit target, then there is no option to require double-tap PT for the Profit Action
I have a couple of backtests where this makes a material difference.
Of course, in live trading it's a coin-toss as to whether or not a Profit Action will be triggered on a noise spike.
If the Profit Action is for a change in stop loss, I guess it's fine if that's triggered on a spike. If the Profit Action is for a partial close, then double-tap (and cap profits) makes sense.
Either way - I think the double-tap PT / cap profits options shouldn't be hidden if there's a Profit Action selected. At least give users a choice?
For now, I'm assuming 'worst case' (either way) in my backtesting (by using a dummy main PT of 100000%). But this is inelegant at best ...

I _was_ going to post this as a bug - but given there's a sort-of workaround, I think it's probably better as a feature request
